This EPAH guideline explores how local authorities can integrate vulnerability and equity considerations into energy poverty action.


Building on the EPAH methodology across diagnosis, planning, and implementation phases, the publication provides practical guidance to help municipalities design more inclusive and effective measures. It highlights how energy poverty is shaped by intersecting factors such as health, housing conditions, income, age, disability, gender, migration background, and access to information and support.


Through practical tools, checklists, and case studies, the guideline supports local actors in identifying households at risk, addressing barriers to access, and improving the fairness and effectiveness of local energy poverty policies and actions.
