Assessment of EU regions with higher vulnerability to severe energy poverty [2026]

This EPAH report presents the results of a Europe wide assessment identifying regions with high vulnerability to severe energy poverty, with the work of Inês Valente, João Pedro Gouveia and Miguel Macias Sequeira.


Building on a combined approach using data analysis and expert insight, it highlights where support is most urgently needed across countries, regions, and communities. The findings draw on key social and energy indicators, climate data, and national expertise to validate and refine the results.


Overall, the report identifies a significant number of regions facing heightened risk, offering a strong evidence base to better target policy action, technical assistance, and funding where it matters most.
