The Municipal Plan for Adaptation to Climate Change in the municipality of Arruda dos Vinhos (PMAAC-AR), in accordance with the National Strategy for Adaptation to Climate Change (ENAAC, 2020) and PIAAC-Oeste (2019), essentially intends to systematize climate knowledge, define and indicate adaptation options at the municipal level, as well as inform and mobilize the municipal community. It aims to reduce climate vulnerability in the municipality and promote adaptation, through a set of measures and actions identified for different priority sectors.
This plan resulted from a methodological process, with different phases, as exemplified. The starting point was the Intermunicipal Plan for Adaptation to Climate Change in the West (PIAAC-Oeste, 2019), which was developed for the entire West region, which includes 12 municipalities, including Arruda dos Vinhos; and which presents an integrated view of the Western region with regard to the main impacts and vulnerabilities to climate change, as well as adaptation, integration and management options. The intermunicipal analysis was developed for different sectors (Agriculture and Forestry; Biodiversity and Landscape; Economy; Energy; Human Health; Security of People and Goods; Transport and Communications; Water Resources and Coastal Zones), which in the case of Arruda dos Vinhos were selected according to its relevance and suitability. Starting from this intermunicipal context, the process in Arruda dos Vinhos was developed through four interconnected approaches: i) survey carried out among the local population; ii) Arruda2030 convention; iii) local interaction; and iv) documentary analysis of reference sources.
It was approved at a Chamber meeting on July 26, 2021 and by the Municipal Assembly on September 10, 2021.
