Citizen Dynamics in the Co-Creation of the Territorial Energy Transition


Timothy is a PhD student, from the Western Norway University of Applied Sciences (HVL) working with a French intermunicipal government on citizen engagement in
the energy transition.
To succeed in the energy transition, human societies need to mobilize huge amounts of resources and time to shift from an unsustainable and unjust system to
one that makes into account the needs of current and future generations. This requires political will and public acceptance, and not only in the short timeframe
of a single electoral cycle. At the local scale, municipalities and their populations are already experimenting with new modes of organization and governance to
inclusively shape this transition. This presentation will focus on the specific territorial context of this thesis and how to build knowledge and processes that
will help an intermunicipal government in central France to more effectively engage its population in planning, policy development, and implementation in the energy
transition at the local scale. This discussion will focus on the previous energy, air, and climate planning cycle of the French local government, the efforts to create a
citizen energy cooperative, and how to contribute to the next round of planning through participatory system dynamics modelling activities with diverse
stakeholders.
